Describes the system, not the people in it
Aggregation happens at ingestion, not at display. Message content is never stored, contributor identity is opaque outside one isolated table, and every report is written at the level of the system. Custova describes risk in your codebase. It does not score the people who wrote it.
That is a product decision before it is a compliance one. A tool that scores individuals is not one your engineers will trust, and a tool your engineers do not trust does not get adopted.
